Pese a los esfuerzos de las últimas décadas, la poca habilitación tecnológica dentro de las escuelas rurales de México ha quedado expuesta durante el cierre de escuelas por Covid-19. Se realizó un estudio exploratorio para identificar los niveles de brecha digital de acceso experimentados por los profesores de un centro educativo en una zona rural de México y explorar las estrategias de usos de las TIC desplegadas para dar continuidad académica durante la pandemia. To analyze which ethically relevant biases have been identified by academic literature in artificial intelligence algorithms developed either for patient risk prediction and triage, or for contact tracing to deal with the COVID-19 pandemic. Additionally, to specifically investigate whether the role of social determinants of health have been considered in these AI developments or not. We conducted a scoping review of the literature, which covered publications from March 2020 to April 2021. ​Studies mentioning biases on AI algorithms developed for contact (...) tracing and medical triage or risk prediction regarding COVID-19 were included. From 1054 identified articles, 20 studies were finally included. We propose a typology of biases identified in the literature based on bias, limitations and other ethical issues in both areas of analysis. Results on health disparities and SDOH were classified into five categories: racial disparities, biased data, socio-economic disparities, unequal accessibility and workforce, and information communication. SDOH needs to be considered in the clinical context, where they still seem underestimated. Epidemiological conditions depend on geographic location, so the use of local data in studies to develop international solutions may increase some biases. Gender bias was not specifically addressed in the articles included. The main biases are related to data collection and management. Ethical problems related to privacy, consent, and lack of regulation have been identified in contact tracing while some bias-related health inequalities have been highlighted. There is a need for further research focusing on SDOH and these specific AI apps. (shrink)

The main aim of this article is to reflect on the impact of biases related to artificial intelligence (AI) systems developed to tackle issues arising from the COVID-19 pandemic, with special focus on those developed for triage and risk prediction. A secondary aim is to review assessment tools that have been developed to prevent biases in AI systems. In addition, we provide a conceptual clarification for some terms related to biases in this particular context. We focus mainly on nonracial biases (...) that may be less considered when addressing biases in AI systems in the existing literature. In the manuscript, we found that the existence of bias in AI systems used for COVID-19 can result in algorithmic justice and that the legal frameworks and strategies developed to prevent the apparition of bias have failed to adequately consider social determinants of health. Finally, we make some recommendations on how to include more diverse professional profiles in order to develop AI systems that increase the epistemic diversity needed to tackle AI biases during the COVID-19 pandemic and beyond. Ethical Aspects Related to Nursing Care for Persons with Disabilities: A Qualitative Analysis Aspectos éticos relacionados com a atenção de enfermagem em pessoas com deficiência: uma análise qualitativa The purpose of the study is to describe ethical aspects related to nursing care for persons with disabilities; a population considered socially vulnerable and in conditions of inequality. It corresponds to the first phase of a primary study conducted in Atacama, Chile using a qualitative methodology and content analysis. Nursing graduates are interviewed (...) respecting Ezekiel Emanuel’s ethical criteria. The main findings account for ontological categories such as moral reasoning, value system, nurse-patient relationship model, consequences of the ethical nursing action, strategies to overcome moral conflicts, and barriers in care. It is concluded that caring for people with disabilities is a source of dilemma and moral anguish for nurses, especially when it comes to individuals with sensitive or cognitive disabilities. The paternalistic medical model predominates in the clinical context, limiting the right to autonomy of persons with disabilities. Instrumental values such as efficiency are added to traditional moral values promoted by nurses. Civic values considered fundamental to the challenge of human diversity and life in a democracy are not mentioned. Image has been considered an influential factor in tourists’ perceptions and evaluations of a destination. This paper analyzes the formation of the tourist destination image of Segóbriga Archaeological Park, a cultural destination of great heritage value, located in the province of Cuenca (Spain). The image is analyzed using a multidimensional approach, considering not only its cognitive and affective components, but also the unique-image component. The latter has received less attention in the literature and is a novelty in the context of (...) this type of cultural destination. The results show that this component is essential to the overall image of an archaeological destination and that it is not influenced by information sources. PLS-SEM was used. (shrink)

The National Summit on Legal Preparedness for Obesity Prevention and Control was conceived by the Centers for Disease Control and Prevention as a strategic conference to review the current status of legal preparedness for obesity prevention and control, identify potential gaps, and develop specific action options for improving the contribution law can make to reduce the health threat posed by obesity. Working with the collaborating partners and planning committe, the host committe planned and modeled after the Summit CDC’s 2007 conference (...) on public health emergency legal preparedness that resulted in the National Action Agenda for Public Health Emergency Legal Preparedness. The summit was a working meeting that offered invited participants a structured opportunity to deliberate about the laws and legal issues that impact obesity prevention and control from a public health perspective. In the cognitive neuroscience of consciousness, participants have commonly been instructed to report their conscious content. This, it was claimed, risks confounding the neural correlates of consciousness (NCC) with their preconditions, i.e., allocation of attention, and consequences, i.e., metacognitive reflection. Recently, the field has therefore been shifting towards no-report paradigms. No-report paradigms draw their validity from a direct comparison with no-report conditions. We analyze several examples of such comparisons and identify alternative interpretations of their results and/or methodological issues in all (...) cases. These go beyond the previous criticism that just removing the report is insufficient, because it does not prevent metacognitive reflection. The conscious mind is fickle. Without having much to do, it will turn inward and switch, or timeshare, between the stimuli on display and daydreaming or mind-wandering. Thus, rather than the NCC, no-report paradigms might be addressing the neural correlates of conscious disengagement. This observation reaffirms the conclusion that no-report paradigms are no less problematic than report paradigms. (shrink)

Since its inception in 2010, the Network for Public Health Law has aligned with federal, state, tribal, and local public health practitioners to assess how law can promote and protect the public’s health. In 2013, Network authors illustrated major trends in public health laws and policies emanating from an internal assessment of thousands of requests for technical assistance nationally. More recently, the Robert Wood Johnson Foundation has invited the Network and other partners to consider new ideas and strategies toward building (...) a “culture of health.” Per Figure 1, RWJF’s conception of a culture of health emphasizes key action areas essential to the promotion of health across all sectors and diverse populations. Why should we read Carl Schmitt today? Does his friend-enemy conception of politics retain some pertinence in our “post-political” age? Do liberal democrats have something to learn from his critique of liberalism? Is his theory of sovereignty still relevant in a globalized word? These are some if the issue that Chantal Mouffe addresses in this article. The author considers that political theorists, in order to put forward a conception of a liberal-democratic society capable to win the active support of its (...) citizens, must be willing to engage with the arguments of those who have challenged the fundamental tenets of liberalism. This means confronting some disturbing questions, usually avoided by liberals and democrats alike. The intention of this article is to contribute to such a project by scrutinizing Carl Schmitts critique of liberal democracy. To bring to the fore the pertinence and actuality of Schmitt's questioning, the theme development is organized around two topics which are currently central in political theory: the boundaries of citizenship and the nature of liberal-democratic consensus. This paper reports on an action research project about organizational change by a regional food bank in New York State’s southern tier. While the project team initially included a sociologist, food bank leadership and staff, it expanded to involve participants in food access programs and area college students. This paper combines findings from qualitative research about the food bank with findings generated through a collaborative inquiry about a ten-year process of organizational change. We ask how a regional food bank can (...) change its approach to address root causes of hunger. Acknowledging that narrow, pragmatic definitions of hunger promote charitable responses, our collaboration is grounded in structural understandings of poverty that refuse to blame the poor or treat poverty as an accident. Decades-long economic restructuring, deindustrialization and a rise in the service economy have resulted in growing inequality and long-term demand for “emergency” food in New York State. We outline critiques by scholars and practitioners of the emergency food regime. Description and analysis of the organizational change efforts of the Food Bank of the Southern Tier combine discourse analysis, collaborative inquiry, interviews, and participant observation. Discourse analysis of the agency’s strategic plans documents changes in aspirations, exposure to new epistemic communities and repertoires of actions. Interviews with participants evidence impacts of the organization’s advocacy and education programs on people with lived experience in poverty. Through a participatory process, we developed a collaborative chronology of phases of organizational change. Collaborative analysis of organizational changes demonstrates new definitions of the problem, a shift in service focus, changing outcomes and increased funding for advocacy. While recognizing substantial constraints, this project contributes to evidence that food banks may shift their discourse and practices beyond charity. (shrink)

Firms face mounting pressure to appoint ethical leaders who will avoid unnecessary risk, scandal and crisis. Alongside mounting evidence that narcissistic leaders place organizations at risk, there is a growing consensus that women are more ethical, transparent and risk-averse than men. We seek to interrogate these claims by analyzing whether narcissism is as prevalent among women CEOs as it is among men CEOs. We further analyze whether narcissistic women CEOs take the same types of risk as narcissistic men CEOs. Drawing (...) on social role and token theories, we test hypotheses related to gender differences in the prevalence and impact of CEO narcissism on firm-level practices. Using a unique dataset that includes a large sample of CEOs of S&P 1500 companies from 1992 through 2014, we create a narcissism composite score for each CEO based on their photograph size in the annual report, and their cash earnings and non-cash earnings relative to the next highest paid executive. We find that women CEOs are less likely to exhibit narcissistic personality traits compared to men CEOs. Furthermore, we find that gender moderates the relationship between narcissistic CEOs and our outcome variables of risk-taking and questionable behaviors. (shrink)

Para finalizar hablaremos de un tipo de ilustraciones que fomentan la construcción del pensamiento escéptico. Previamente contextualizaremos la situación actual donde tienen lugar el fenómeno de la posverdad y cómo procede ideológicamente de la forma de pensamiento posmoderno donde se exalta el lado irracional y la intuición.

In the target article, Sagvolden and collaborators propose that attentional-deficit/hyperactivity disorder (ADHD) is the result of a general behavioral deficit which is mainly caused by a hypofunctioning mesolimbic dopaminergic system. Although we partly agree with this view, we think that it tends to overlook the dysfunction of prefrontal and frontostriatal executive functions by considering them to be a consequence of alterations in reward and extinction mechanisms. Rather, we believe that ADHD is the result of an overall cognitive and behavioral condition, (...) associated to a generalized dopaminergic network dysfunction, and may not be easily attributable to a single basic behavioral function. The paper explores the relation between philosophy and rhetoric from a new perspective by highlighting the dramatic nature of the dialogue and paying attention not only to what is said about philosophy and rhetoric but also to what is shown, especially through Gorgias' intervention throughout the dialogue in order to save a community of dialogue that inquires into the good and the just. This re-conception of the relation between philosophy and rhetoric implies a re-conception of the practice of politics itself, (...) rooted in a philosophy concerned with turning individual souls toward the good and a rhetoric that motivates individuals to be turned in the same direction by the words of others. El artículo explora la relación entre filosofía y retórica desde una nueva perspectiva al enfatizar la naturaleza dramática del diálogo y, por tanto, poniéndole atención no sólo a lo que se dice sobre filosofía y retórica, sino también a lo que se muestra, especialmente por las intervenciones de Gorgias a lo largo del diálogo con el fin de salvar a la comunidad de diálogo que investiga lo bueno y lo justo. Esta reconcepción de la relación entre filosofía y retórica implica una reconcepción de la práctica de la política misma, fundada en una filosofía que busca girar las almas individuales hacia el bien y una retórica que motiva a los individuos a ser girados en esa misma dirección por las palabras de los otros. Many critics of libertarian freedom have charged that freedom is incompatible with indeterminism. We show that the strongest argument that has been provided for this claim is invalid. The invalidity of the argument in question, however, implies the invalidity of the standard Consequence argument for the incompatibility of freedom and determinism. We show how to repair the Consequence argument and argue that no similar improvement will revive the worry about the compatibility of indeterminism and freedom.

La educación del hombre es un tema que no deja de ser cuestionado. A pesar de los esfuerzos y de las diversas innovaciones en la materia, la crisis educativa de la «sociedad líquida» es cada vez más profunda y al mismo tiempo más relativa. El hombre y sus actitudes, hoy fuertemente controvertidas por sus manifestaciones de violencia, irracionalidad, corrupción y rechazo de los valores, revelan la cruda realidad educativa. Frente a la situación descrita, la presente investigación se propone analizar las (...) raíces de esta problemática y a la vez proponer reflexiones y alternativas innovadoras que ayuden a superar dicha crisis. Los resultados encontrados son reveladores y esperanzadores. Varios de los planteamientos de este trabajo ya están contemplados en la legislación y en la teoría educativa desde hace varias décadas; sin embargo, han quedado en el olvido por efectos del individualismo, la anomia, el escepticismo y el nihilismo propios de la sociedad posmoderna. El aporte factible y necesario es la educación sistémica de la persona que, superando los diversos reduccionismos, se centre en el «desarrollo humano integral» ; dejando en claro, asimismo, los roles de la familia, del Estado, de la escuela, de los medios de comunicación social, de la sociedad y del mismo educando frente al desafío de la educación actual. The debate on feminism and ‘religion’ has rarely been suggested as a critique of modernity that has silenced other possible cultural, epistemological and spiritual options. Efforts have been made to ascertain whether ‘religion’ is ‘good’ or ‘bad’ for – or indeed an ally or threat to – women’s liberation. More specifically, in a European context, contemporary discussions of ‘religion’ and the rights of women have been very much centred on Islam. Yet, none of these narratives have resolved the intrinsic colonial (...) character of modernity. This article explores the debate on both Islamic and Western feminism from a decolonial perspective. It argues that today, feminist theory faces the tremendous challenge of how to encounter the colonial and not only redefine, but also review the concepts and categories upon which Western feminism bases its arguments. Drawing on the work of the Spanish-Syrian Islamic decolonial thinker, Sirin Adlbi Sibai, this article develops a critical, self-reflexive approach that questions secular assumptions regarding feminist analyses of ‘religion’. In doing so, I present the decolonising of feminism as an invitation to (re)imagine our feminist encounters. (shrink)

En cambio, la muerte sí se define como lo radicalmente opuesto a la vida, un principio de negación y destrucción, de fatalidad y resistencia. De este modo se establece entre ambos principios una relación dialéctica, una tensión de antagonistas que hace que la vida sea una permanente lucha contra la muerte.
